La budgétisation et le contrôle des dépenses de personnel

Abstract

La présente publication est le fruit d’un colloque «multi-pays», organisé par le Programme SIGMA à Paris en mars 1996 et consacré à la budgétisation et au contrôle des coûts en personnel. L’objectif du séminaire était d’offrir aux professionnels de haut niveau des pays d’Europe centrale et orientale la possibilité de se familiariser avec différentes approches à la budgétisation et au contrôle des coûts en personnel, et d’apprécier leur intérêt au regard des besoins et des contraintes propres à chacun des pays concernés. Le colloque, qui se référait en particulier à l’expérience des Pays membres de l’Union européenne (UE), offrit aux participants l’occasion de comparer différents types de budgétisations et de contrôles, leurs avantages et leurs inconvénients, de même que les institutions et les procédures qu’ils requièrent.
