What’s Missing in Adult Learning - and How Do We Fix It?

Abstract

In a time of fast-paced digital innovation, demographic change, and the shift toward a low-carbon economy, lifelong learning has become essential. It empowers individuals to keep pace with evolving skill demands, transition between jobs and sectors, and stay productive in a dynamic labour market. Beyond economic adaptability, learning fosters social inclusion and strengthens resilience. This Adult Skills in Focus brief examines patterns of adult learning participation across countries, explores what adults are learning, and highlights disparities in access and engagement. It also identifies common barriers to learning and outlines key policy levers to strengthen and redesign adult learning systems for the future.
