Comment les dépenses privées au titre de l’enseignement tertiaire ont-elles évolué dans le temps et avec quelle incidence sur les taux de scolarisation ?

Abstract

En moyenne, dans les pays de l’OCDE, les sources privées représentent une part importante des investissements dans les établissements d’enseignement tertiaire. Les dépenses privées au titre de ces établissements ont ainsi augmenté plus rapidement que les dépenses publiques entre 2010 et 2016, même si des variations s’observent entre les pays. Les taux de scolarisation à ce niveau d’enseignement ne sont par ailleurs pas corrélés au modèle de financement des établissements tertiaires : des niveaux élevés de dépenses privées ne sont ainsi pas nécessairement associés à des taux de scolarisation plus faibles. Enfin, les mécanismes d’aide financière sous forme d’allocations ou de prêts aident à alléger la charge financière des ménages, en particulier dans les pays où les dépenses privées au titre de l’enseignement tertiaire sont élevées.
