Quels facteurs influent sur les dépenses d’éducation ?

Abstract

Les dépenses au titre du personnel enseignant représentent le poste le plus important du budget de l’éducation et dépendent d’au moins quatre facteurs : le nombre d’heures d’instruction pour les élèves ; le nombre d’heures d’enseignement pour les enseignants ; la taille des classes ; et le salaire des enseignants. Combinés, ces quatre facteurs déterminent le coût salarial des enseignants par élève. Le coût salarial des enseignants par élève augmente en général avec l’élévation du niveau d’enseignement. Cette tendance s’explique principalement par l’augmentation du salaire des enseignants et du nombre d’heures d’instruction, ainsi que la diminution du nombre d’heures d’enseignement. Des niveaux similaires de coût salarial des enseignants par élève peuvent masquer des choix politiques très différents. Il est établi que, dans les pays à revenu élevé, la priorisation du salaire des enseignants sur la taille des classes tend à favoriser l’amélioration des résultats des élèves.
