Concurrence dans l’offre de services d’informatique en nuage

Abstract

L’informatique en nuage est essentielle à la numérisation de l’économie. Son expansion rapide soulève des questions de concurrence, d’autant plus que le marché est désormais concentré entre quelques principaux fournisseurs de cloud dans un grand nombre de juridictions. Cette très forte concentration du marché, les barrières à l’entrée et les obstacles au changement de fournisseur (processus de migration complexes et freins à l’interopérabilité, par exemple) ont suscité l’attention des autorités de la concurrence. Elles se sont aussi intéressées à certaines pratiques commerciales, telles que la facturation de frais élevés pour l’extraction des données du cloud ou l’application de politiques de licences restrictives, qui peuvent accentuer le verrouillage des clients et empêcher les entreprises de migrer vers le cloud ou d’adopter des stratégies multi-cloud. Le présent document examine les problèmes principaux de ce secteur et envisage comment les autorités de la concurrence peuvent définir des stratégies efficaces pour promouvoir une concurrence équitable, garantir l’innovation et soutenir la diversité des marchés.
