Abstract

E-government is designed to ensure more effective delivery of public services to citizens and more transparent and more responsive governance. Electronic communication within the public administration system is considered a key factor for achieving economic and efficient functioning of the entire system of public administration and a specific institutional instrument for the implementation of public policies. The fundamental goal of my research is to learn from the best practices in European public administration field and to share useful information with the other participants. Concrete examples of the progressive development of electronic governance and democracy can be found in the analysis of the following countries: Austria, Poland, Albania, Ireland, Czech Republic, Ukraine, Hungary, Moldova, Turkey, Estonia, Denmark, England, Slovenia and Malta, Italy, Spain and Romania. Internet, provides a better linkage between government and citizens. The quality of the democratic process is determined by the information infrastructure in which it occurs. There are four categories of directions of information and communication flow: downward, upward, lateral (interior or exterior) and interactive. New forms of governance and for the development of electronic democracy are the m-government and e-government TV.
