Abstract

The construction initiated by Monnet, Schuman, Adenauer and De Gasperi had a remarkable evolution not only concerning the number of the Member States, but also in terms of institutional and functional development, the European Union being one of the most important changing factor concerning the governance and the policy-making process at European level and not only. The number of researches studying the European Union from the perspective of its role or its impact in the development and implementation of public policies has increased in the last decades, emphasizing the various approaches of this issue. Using the theoretical, analytical and empirical framework, described by various scholars, the paper aims:
