The Ideal Clerk's Role in the Framing of Quality of Complex Product of the Public Administration

Abstract

The essential task of the function model of an quality oriented public administrational organisation is get an answer for the fundamental question: The clerks work than cog-wheel in this organisation. What are the clerks' margin, adaptation ability, work culture, and what the measures of characters in this processes, where happen stakeholders' consensus. Key issue, how it is possible to accomplish this process with what kind of ideal personality characters? In this direction there are not normative measures relevantly, inner instructions, that the contrast of a bureaucratic culture is weakened undoubtedly and the culture change process is favored. I stressed that the clerk' ability and personality map plays key element in this relation system.
