The Fiscal Implications of Levelling Up and UK Governance Devolution

Abstract

The UK central-sub-central government fiscal structure is unique amongst the industrialsied world. In particular, it is uniquely ill–designed and ill–equipped to foster and facilitate devolution. Real Levelling Up will require a major overhaul of how the UK central–sub–central fiscal system works.
