Techniques of monitoring NIS of Russian Federation and the international comparisons of innovative activity

Abstract

In this paper the authors calculated national innovation scoreboard of the Russian Federation based on the author's adaptation of innovation scoreboard of national innovation systems of EU countries. The authors have proposed a system of indicators that enables the calculation of penetration of innovations in Russian economy and to make comparisons between countries. The method is based on regular statistics provided by the Russian Statistics Service. The authors have calculated the aggregate index and its dynamics, and a comparison with the countries of the EU27.
