La pesca y las externalidades

Abstract

La discrepancia entre lo privado y lo social constituye una falla de mercado que en términos económicos se denomina externalidad. Los pescadores no tienen incentivos para tener en cuenta la influencia de su pesca, en las oportunidades de los otros, ni en la conservación del stock de peces. Las externalidades en la actividad pesquera se originan en la ausencia de derechos de propiedad y en los altos costos de exclusión, induciendo a excesos en inversión de flotas en relación a la capacidad de los recursos, esfuerzos de pesca excesivos, disminución de los stocks y reducción de los beneficios económicos. Existen dos enfoques económicos para corregir las externalidades: el de Pigou y el de Coase. El sector pesquero mundial configuró la estructura de funcionamiento a través de intervenciones estatales, privatizaciones y asignaciones de derechos a ciertos colectivos.
