Shocks recesivos y empleo regional: evidencia sobre la resistencia y recuperabilidad de las Áreas Económicas Locales de Argentina entre 1996 y 2019

Abstract

El análisis sobre los impactos de las recesiones y recuperaciones económicas ha ganado importancia en el debate económico luego de la crisis financiera internacional de 2008 y su discusión se ha acentuado con la pandemia de COVID-19. Dado que los shocks pueden tener efectos e implicancias diferentes entre las regiones de un mismo país, el concepto de resiliencia regional y su potencialidad a la hora de definir políticas de desarrollo y de producción cobran relevancia. Este trabajo analiza el impacto sobre el empleo asalariado registrado de las recesiones de 1999-2002, 2009, 2014, 2019 y sus respectivas recuperaciones en las principales 85 Áreas Económicas Locales argentinas, mediante un análisis descriptivo y la estimación de un modelo econométrico de regresiones aparentemente no relacionadas (SUR). Los resultados muestran que, tanto para las recesiones como para las fases expansivas, las reacciones de las regiones son heterogéneas y se relacionan con el perfil de especialización regional.
