Abstract

Este resumen tiene como propósito analizar los principales debates teóricos en torno a las políticas públicas y las capacidades estatales, aplicados al campo del turismo. Se busca identificar enfoques analíticos relevantes, revisar el estado del arte de la literatura especializada y reflexionar sobre los desafíos que enfrenta el Estado en contextos complejos y multiescalares. Asimismo, comienza a examinar cómo el entramado institucional y la capacidad estatal condicionan la implementación de políticas turísticas con impacto en el desarrollo territorial.
