El verdadero desafío de los que asumen liderazgos de cambio en la gestión municipal

Abstract

La administración pública en América Latina se encuentra en pleno proceso de transformación. El Clad (Centro Latinoamericano para el Desarrollo), máximo organismo técnico-científico del continente, había expresado clara y contundentemente esta aspiración a través del documento "Una nueva gestión pública para América Latina" (Clad: 1998). La línea directriz del documento apunta fundamentalmente a las experiencias renovadoras que se están comenzando a dar en estos años: la reconstrucción del Estado , la recuperación de su capacidad de gestión luego de las crisis de las últimas dos décadas y la promoción de principios rectores tanto para los niveles nacionales, como los provinciales y también para los municipales que es sobre el cual centramos nuestra atención.
