Derechos laborales y condiciones de contratación de trabajadoras del cuidado en hogares particulares en Argentina. Avances y desafíos en contexto de pandemia y pospandemia

Abstract

En esta investigación evaluamos los alcances y limitaciones en los esfuerzos de inclusión en la seguridad social y previsional del sector llevados adelante desde el año 2005 y potenciados en el año 2013 con la sanción del Régimen Especial de Contrato de Trabajo para el Personal de Casas Particulares, revisando con especial atención las políticas hacia el sector desarrolladas desde el inicio de la pandemia de COVID-19. Analizamos las innovaciones normativas que procuraron la protección de este segmento laboral, así como los riesgos y limitaciones de la persistencia de los sistemas segmentados y focalizados. Aún luego de los citados esfuerzos, que han tenido una progresión positiva en términos de cobertura, la mayor parte de las y los trabajadores de estos sectores persiste en situaciones que implican diversos grados de desprotección para tres de cada cuatro trabajadoras del sector más feminizado de la economía.
