Municipios turísticos del litoral. Instituciones del sector público y privado

Abstract

El presente artículo tiene por objeto analizar los aspectos institucionales que caracterizan y regulan la actividad turística en los municipios de La Costa, Pinamar, Villa Gesell y Mar Chiquita, en el marco de la Investigación Centros Turísticos del Litoral Atlántico Bonaerense. Dada la complejidad de delimitar las funciones efectivas que cubre cada municipio tomo a la actividad turística, se han tomado como indicadores, además de las principales actividades que desarrollan los organismos municipales de turismo, la inserción en el presupuesto municipal y la opinión de los turistas. Con respecto al presupuesto, su análisis permite observar la importancia relativa signada a la actividad turística en cada partido, así como también los recursos con los que cuenta. A partir de las entrevistas realizadas a las organizaciones más representativas del sector empresarial, fue posible observar una problemática común dentro de cada grupo de instituciones y una marcada preocupación respecto a la crisis que afecta a la actividad turística. Cada Secretaría de Turismo cuentan actualmente con comisiones para posibilitar el accionar coordinado con el sector privado. Se observa una tendencia a adoptar la modalidad de entes descentralizados de turismo, debido a que existe consenso respecto a la utilidad de los mismos como espacio de discusión y gestión coordinada de la problemática al sector turístico.
