Las políticas de cuidado infantil en Argentina. Aportes para su clasificación y evaluación

Abstract

En este trabajo, presentamos un relevamiento de las regulaciones vigentes en Argentina, incluyendo legislación laboral y convenios colectivos de trabajo, cobertura institucional y programas sociales. Comenzamos con una somera descripción de la situación de las mujeres en edad reproductiva en el mercado laboral. Luego sintetizamos el proceso histórico de construcción de políticas de cuidado, centradas en la figura de la madre biológica, que alentaban la exclusión de las mujeres del mercado de trabajo, en particular en el período de crianza de los hijos. En tercer lugar, ofrecemos un balance acerca de los avances y limitaciones en el derecho laboral en materia de conciliación, con particular atención en los cambios y continuidades en la maternalización de esas políticas. En cuarto lugar, nos ocupamos de los programas sociales vinculados al cuidado infantil, sus presupuestos de género e impacto sobre la población beneficiaria. Finalmente, esbozamos algunos lineamientos para pensar políticas de conciliación con una mirada inclusiva y de género.
