¿La existencia de un salario mínimo fomenta el trabajo no registrado?

Abstract

Desde el punto de vista neoclásico, las normativas que regulan el funcionamiento del mercado de trabajo son consideradas como elementos distorsivos que, lejos de favorecer a los trabajadores, impiden que el sistema alcance por sí solo una situación óptima de pleno empleo. En línea con este razonamiento, el pensamiento ortodoxo sostiene que la implementación de un salario mínimo no sólo no es eficaz para proteger el ingreso de los trabajadores, sino que además promueve la generación de empleo no registrado como forma de eludir las rigideces impuestas por la legislación. Sin embargo, además de basarse en un razonamiento erróneo, dicho argumento es ampliamente refutado por la evidencia empírica disponible para la Argentina durante las dos últimas décadas.
