Controversias y perspectivas en torno de la Ley de Movilidad Jubilatoria

Abstract

La ley de movilidad de las prestaciones previsionales dispone la actualización automática de los ingresos de los trabajadores pasivos, poniendo fin a la discrecionalidad con que se determinaba su evolución hasta el momento. Sin embargo, la medida ha recibido algunas críticas, ya que sujeta los aumentos de los haberes a la disponibilidad de recursos de la Anses, motivo por el cual aquéllos no necesariamente seguirán el comportamiento de los salarios. Como forma de contribuir al debate sobre la movilidad, este artículo analiza la evolución de algunos indicadores del sistema previsional, estima la evolución que hubiera tenido la jubilación mínima si se hubiera aplicado esta norma en los últimos años y, finalmente, realiza simulaciones del comportamiento futuro de los haberes frente a distintos escenarios alternativos.
