Dos estrategias de desarrollo. Un análisis de la política petrolera entre 1958 y 1966

Abstract

El presidente electo en 1958, Arturo Frondizi, rápidamente concreta una serie de contratos con compañías extranjeras para la explotación del petróleo. Estos contratos despertaron una gran controversia por cuestiones de índole económica, jurídica y política, hasta que finalmente, al asumir la presidencia el Dr. Illia en octubre de 1963, terminan siendo anulados por dos decretos, 744 y 745, al considerarse que se llevaron a cabo bajo "...graves transgresiones de carácter jurídico-institucional (...), así como su absoluta contradicción con los intereses de la Nación...". El debate sobre política petrolera que se desata en los años '50 y '60 representa una oportunidad interesante para contraponer dos teorías sobre el desarrollo en Argentina, la Desarrollista y la de los radicales del pueblo. Mientras que la primera privilegia a los capitales extranjeros como motor de desarrollo, la segunda visión considera más importante la utilización racional del ahorro interno vinculada a una fuerte participación estatal. En este trabajo nos interesa contraponer ambas políticas en base a los resultados obtenidos, teniendo en cuenta el contexto local e internacional para determinar las ventajas y desventajas que acarrearon las diferentes estrategias de desarrollo.
