Redistribución consensuada y reacción conservadora: el legado de la experiencia británica del siglo pasado

Abstract

Es propósito de la presente ponencia analizar la transformación del rol del estado, en Gran Bretaña, durante el siglo XX, especialmente el pasaje de un modelo, caracterizado por su extrema insensibilidad social, a otro de vanguardia en políticas redistributivas. Interesa al respecto, el diagnóstico de la realidad en la que se operó ese cambio, su instrumentación y las resistencias, particularmente importantes en una sociedad de fuertes tradiciones aristocráticas. También las limitaciones de sus alcances y los factores tanto internos como externos, que en determinados momentos, paralizaron esa tendencia progresista e incluso impusieron un retroceso, cuyas repercusiones no se han circunscripto al medio local. Se seleccionó en el caso británicos, por considerárselo paradigmático, en cuanto a la problemática abordada, dado que se trata de un país, en el cual las administraciones gubernamentales, durante el siglo XIX, prácticamente habían destinado su gasto público, casi exclusivamente a infraestructura, dejando de lado las políticas asistenciales. Sin embrago, en la centuria siguiente, su referencia se ha vuelto ineludible en la materia.
