Las externalidades pesqueras

Abstract

La consideración de múltiples fenómenos sociales y recientemente, los del deterioro ambiental, nos enfrentan con una serie de interdependencias que no se manifiestan en el mercado y que tienen, además, un carácter acumulativo que evidentemente tiende a alejar el sistema de cualquier tipo de óptimo, en especial si esas interrelaciones se traducen en efectos negativos. La literatura con respecto al concepto de externalidades reconoce, en general, la existencia de efectos externos, tanto positivos como negativos, que se producen como consecuencia de las interrelaciones entre consumidores, entre unidades productivas, entre consumidores y unidades productivas y entre el medio ambiente y la sociedad. Tales interrelaciones se llevan a cabo al margen del mercado y, por lo tanto, no son susceptibles de medición monetaria directa. La mayor parte de los conflictos en la actividad pesquera se genera por externalidades, producidas al interior del sector o por su interacción en el ámbito territorial-ambiental. Sin embargo, debemos reconocer que externalidades ambientales y sociales ocurren cada vez con más frecuencia.
