Las subvenciones pesqueras en la agenda de la OMC

Abstract

La pesca excesiva es un problema que afecta a todos los países del mundo y se debate desde la década del 90, el rol de las subvenciones pesqueras en la generación de exceso de capacidad y sobrepesca. Se incluyó en la agenda de la Organización Mundial del Comercio (OMC) en el 2001, con el objetivo de aclarar y mejorar las disciplinas respecto al sector pesquero. El actual contexto de crisis global refuerza la importancia del tema, porque los gobiernos implementan medidas de asistencia para morigerar sus efectos. El objetivo de este trabajo es brindar información sobre las subvenciones pesqueras para contribuir a generar un consenso sobre el rol apropiado de éstas en el manejo de las pesquerías y el rol que puede desempeñar la OMC en la sostenibilidad del recurso. Se sostiene que la mejora de las disciplinas en cuestión pesquera en la órbita de la OMC no tendrá ningún efecto favorable sobre la sostenibilidad del recurso si los países no mejoran sus políticas dirigidas al sector pesquero.
