Apreciaciones subjetivas sobre los planes de transferencia de ingreso: un estudio de caso con personas en situación de pobreza y beneficiarias de programas sociales en General Pueyrredon

Abstract

En el marco de la revisión que en los últimos años se plantea en torno al funcionamiento de los sistemas de protección social, la presente investigación se propone explorar a nivel local las apreciaciones subjetivas de personas pobres y beneficiarias de programas sociales en torno a la implementación de planes de transferencia de ingresos. Para ello en el año 2010, se suministró en la ciudad de Mar del Plata (Partido de General Pueyrredon) una encuesta a personas que estuvieran en situación de pobreza y que fueran beneficiarias de algún programa social. Los resultados hallados dieron cuenta que: en la opinión mayoritaria de los encuestados, las personas más necesitadas tendrían que recibir trabajo o capacitación laboral; quienes se benefician con un plan social deberían hacer algo a cambio; los planes desincentivan la búsqueda de empleo y la información para obtener un plan social es escasa.
