Desempleo sectorial y ciclo de producto en Argentina 1995-2002

Abstract

El objetivo de este trabajo es analizar el comportamiento del desempleo en Argentina durante el ciclo económico del PBI 1995-2002, cuya fase expansiva se da entre 1995 y 1998, y su fase regresiva entre 1998 y 2002. El período se caracterizó por una baja intervención del Estado en políticas de empleo y desembocó en una crisis política y social, con un deterioro creciente del nivel de vida hasta el año 2002. Según la Ley de Okun, existe una relación inversa entre las variaciones del producto y del desempleo en la economía. La relación se expresa en términos de elasticidad desempleo-producto, entendida como cuantos puntos porcentuales varía la desocupación para un 1% de variación del producto. El trabajo analiza la elasticidad desempleo-producto general y por sector de actividad, discriminado las fases expansiva y recesiva, y se extraen conclusiones que pretenden servir de orientación para las políticas contracíclicas destinadas a mantener el nivel de empleo durante situaciones similares.
