Un primer acercamiento a la evaluación de la gestión municipal a través del uso de indicadores

Abstract

En la actualidad, la responsabilidad de los gobiernos locales va más allá del cumplimiento de normas legales y reducción del déficit, se relaciona también con su capacidad para prestar servicios en tiempo y forma. En este sentido, las clásicas rendiciones de cuentas deberían incluir información acerca de los servicios, en términos de indicadores de eficiencia, calidad y resultados. Los indicadores constituyen un paso muy importante en el proceso de diseño evaluativo, ya que permiten inferir conclusiones apreciativas acerca de determinados comportamientos, al «indicar» el estado particular de una variable. Su construcción debe nutrirse no sólo de informaciones provenientes de registros preexistentes sino también de encuestas a usuarios/beneficiarios de servicios/programas sociales, de observadores entrenados y/o de estadísticas específicas o generales.
