携帯電話におけるスイッチング・コストの定量分析： 番号ポータビリティ制度の評価

Abstract

2006 年10 月24 日，携帯電話の番号ポータビリティ（MNP）制度が導入された．MNP 制度は消費者が携帯電話会社を変更する際に生じるコスト，つまりスイッチング・コス トを減少させ，消費者の携帯電話会社間の流動性を高めるものと考えられる．本論文で は，MNP 制度の導入に伴うスイッチング・コストの減少効果を定量的に評価すること を目的とする．分析では，携帯電話会社の選択とMNP 制度の利用の選択に関する離散 選択モデルを定式化し，ウェブアンケート調査から得られた個票データを用いて，推定 を行う．本論文での分析の結果，MNP 制度の導入により，スイッチング･コストは18% 程度減少し，携帯電話の所有者に占める携帯電話会社の変更者の割合が約2.6%増加し たことを示した．
