Abstract

Cette note exploratoire a pour but d’établir des pistes afin de responsabiliser budgétairement les entités fédérées, tant face à la gestion de la croissance structurelle et des cycles économiques que par rapport à la soutenabilité de la dette. À l’heure où les nouvelles règles du Pacte de stabilité imposent des efforts budgétaires inédits depuis les années 1990, leur répartition entre les différentes entités du Royaume devient cruciale. L’accord actuel, répartissant cet effort entre les entités, étant resté inappliqué et la Belgique s’étant engagée à le réformer, deux logiques sont envisagées pour définir une nouvelle clé de répartition : une approche bottom-up et une approche top-down, chacune impliquant des réformes complémentaires.
