Propositions pour un fédéralisme plus performant: responsabilisation, coordination, coopération

Abstract

Réformer le fédéralisme belge pourrait le rendre plus performant des points de vue de la croissance durable et de lÕemploi. On présentera tout dÕabord les compétences et le syst me de financement actuel des Régions et Communautés. Trois points-clé du syst me fédéral seront épinglés : lÕautonomie et la concurrence fiscales, les solidarités interrégionales et interpersonnelles, la coordination des politiques budgétaires. Partant du constat que le syst me fédéral souffre en particulier dÕun manque de responsabilisation des Entités fédérées et dÕun manque de coordination, trois propositions seront ensuite présentées : réformer la mécanisme de financement I.P.P. des Entités fédérées, régionaliser davantage la politique de lÕemploi, responsabiliser les Entités fédérées à propos des pensions de leurs agents statutaires.
