Minimum Operating Level Investissement dans le réseau électrique : une conciliation difficile

Abstract

L’objet de cette étude est d’analyser les effets d’un investissement en transport par rapport à ceux d’un investissement en production électrique tout en introduisant une contrainte de production minimale : le Minimum Operating Level. Nous montrerons que cette contrainte peut entraîner des effets inhabituels. Notamment, nous verrons qu’il est possible d’avoir une absence de rentes de congestion durant les heures les plus chargées alors que ces rentes sont présentes durant des heures moins chargées. D’autre part, la détermination d’une capacité de transport pareto optimale peut être mise à mal, et finalement aboutir à une indétermination.
