Abstract

Bilim, teknoloji ve yenilik (BTY) politikalari hemen her ülkenin ekonomik kalkinma seti içinde yer bulan unsurlardir. Farkli ülkelerde kurgulanan politika araçlarinin giderek birbirine benzedigi, baglama-özgülük ilkesinin gözardi edildigi ve politika uygulamalarinin teorinin önüne geçtigi günümüzde bilim, teknoloji ve yenilik politikalarinin ana çerçevesini çizen teorik altyapinin hatirlatilmasinda fayda vardir. Bu nedenle ilk olarak devlet politikasinin ana amaçlari dogrultusunda, neo-klasik ve evrimci okulun bilim, teknoloji ve yenilik politikasi anlayisi tartisilacaktir. Politika araçlari hem neo-klasik ve evrimci olarak, hem de arz ve talep yönlü olarak siniflandirildiktan sonra, bu iki siniflamanin birlestirilmesiyle BTY politikasina daha pratik bir bakis açisi kazandirilmaya çalisilmistir. Bu bölüm bilim, teknoloji ve yenilik politikalarinin tasariminda ve uygulanmasindaki karsilasilan belli basli sorunlar üzerine kisa bir tartisma ile sonlanmaktadir.
