Verminderung der (Alters-)Armut von Erwerbsminderungsrentnern durch Verlängerung der Zurechnungszeit und Günstigerprüfung?

Abstract

Die durchschnittlichen Rentenzahlbeträge für Erwerbsminderungsrenten sind in den letzten Jahren kontinuierlich gesunken. Erwerbsminderungsrentner haben ein hohes Armutsrisiko. Im Rentenpaket der Bundesregierung war geplant, durch eine Anhebung der Zurechnungszeit und eine Günstigerprüfung bei der Rentenberechnung die Renten für Erwerbsminderungsrentner zu erhöhen und das Armutsrisiko dieser Gruppe zu lindern. In dieser Studie werden die Auswirkungen dieser beiden Maßnahmen auf die Rentenhöhe unter Verwendung des FDZ-Biografiedatensatzes der Deutschen Rentenversicherung simuliert. Es zeigt sich, dass durch die Erhöhung der Zurechnungszeit die Erwerbsminderungsrenten im Durchschnitt um 4,5% und durch die Günstigerprüfung um 1% steigen. Berücksichtigt man noch die Auswirkungen der seit 2011 geltenden Regelung, die Zeiten des Bezugs von Arbeitslosengeld II als Anrechnungszeiten zu erfassen, können die Erwerbsminderungsrenten insgesamt um 8% höher liegen. Somit sind die Maßnahmen dazu geeignet, das Armutsrisiko der Erwerbsminderungsrentner zu reduzieren. Dies hat allerdings den Preis, dass der Beitragssatz der Gesetzlichen Rentenversicherung langfristig um bis zu 0,5 Prozentpunkte höher ausfallen könnte.
