Ein einheitliches Rentensystem für Ost- und Westdeutschland - Simulationsrechnungen zum Reformvorschlag des Sachverständigenrates

Abstract

Der Sachverständigenrat hat in seinem Jahresgutachten 2008/09 einen Vorschlag zur Schaffung eines einheitlichen Rentensystems unterbreitet, aber keine Wirkungsanalyse veröffentlicht. Diese Analyse ist Ziel dieser Studie. Sie zeigt, dass die Auswirkungen des Reformvorschlags entscheidend von der erwarteten Lohnentwicklung in Ost- und Westdeutschland abhängen. Im wahrscheinlichsten Fall einer stabilen Relation der Durchschnittslöhne Ost zu West hat die vom Sachverständigenrat vorgeschlagene Angleichung der Systeme – für viele vielleicht überraschend – geringe Auswirkungen auf die Renten in Ost und West. Dementsprechend sind auch die Auswirkungen auf den Beitragssatz gering. Sollte es dagegen in Zukunft wieder zu einer Lohnkonvergenz zwischen Ost und West kommen, dann verursacht die Reform Umverteilungseffekte von den Ost- zu den Westrentnern. Der unwahrscheinliche Fall einer Lohndivergenz hätte eine Umverteilung von Alt nach Jung zur Folge.
