Dieciocho gobernadores de los departamentos donde las loterías no funcionan o dan pérdidas han propuesto que en el país se apueste a una lotería única, idea que no es nueva. El lector, experto en análisis de economía aplicada, nos explica en este punto de vista una curiosa paradoja por la que esta lotería única no resultaría exitosa.
