Die finazpolitische Stabilität der EWU-Beitrittskandidaten: Was ist vom Euro zu erwarten?

Abstract

Ziel des Projekts „Die finanzpolitische Stabilität der EWU-Beitrittskandidaten: Was ist vom Euro zu erwarten?“ war es, theoretisch und empirisch der Frage nachzugehen, welche Faktoren der Staatsverschuldung von einem Beitritt zur EWU betroffen sein würden, und ob insgesamt eine positive oder negative Wirkung zu erwarten ist. Dabei wurde vor allem die Situation der neuen EU-Mitglieder in Mittel- und Osteuropa berücksichtigt. Seitdem sich die Subprime-Krise durch den Zusammenbruch von Lehman Brothers am 15. September 2008 zur globalen Finanzmarktkrise verschärfte, hat die Fragestellung des Projekts an Aktualität gewonnen. So geriet auch eine Reihe von Ländern Mittel- und Osteuropas, die sich auf der Konvergenz zum Euro befinden, samt ihren Staatsfinanzen unter Druck (vor allem Ungarn und Lettland). Vor diesem Hintergrund erscheinen die Vorteile eines Beitritts zu einer Währungsunion gerade für kleinere Mitgliedsländer in einem neuen Licht: Irland, den Niederlanden und Belgien blieben trotz zum Teil schwerer Verluste in ihren Bankensektoren zumindest Währungsturbulenzen erspart. Auch die bereits zur Europäischen Währungsunion (EWU) beigetretenen Länder der Region Mittel- und Osteuropa – Slowenien und die Slowakei – waren weniger Turbulenzen ausgesetzt als ihre Nachbarn mit eigener Währung. Im Verlauf des Forschungsprojekts fanden sich Indizien, die für eine stabilisierende Wirkung des Euros auf Staatsfinanzen sprechen. Anhand einer Reihe von Publikationen ist jedoch ersichtlich (s. Teil IV), dass eine Währungsunion Vor- und Nachteile für Staatsverschuldung von EWU-Beitrittskandidaten mit sich bringen könnte, die über die bloße Frage nach Stabilität in Finanz- und Währungskrisen hinausgehen.
