- La Efectividad De La Política Fiscal. El Caso Español

Abstract

Controversy has recently begun within the European Monetary Union in relation to the fiscal policy role as a stabilizing instrument of european economies. Detken (1999) takes part in this debate by introducing a theoretical model which implies that fiscal policy is more effective the less the central bank monetises government debt. The objective of this paper is to provide an empirical test of the theoretical results Detken´s model by using Spanish data from 1966 to 1997. The results find support in a positive relationship between deficits and nominal interest rates, revealing a positive wealth effect. Moreover, the change towards a more orthodox Spanish public deficit financing, from 1983 onwards, involves a higher relationship between deficit and interest rates, as implied by Detken´s model. Recientemente, en el seno de la Unión Monetaria Europea, se ha iniciado una polémica en torno al papel de la política fiscal como instrumento estabilizador de las economías europeas. Detken (1999) interviene en este debate presentando un modelo teórico que implica que la política fiscal es más efectiva cuanto menor es el grado de monetización del déficit. El objetivo de este trabajo es contrastar empíricamente los resultados teóricos del modelo de Detken, utilizando para ello los datos de la economía española, durante el período que abarca desde 1966 hasta 1997. Los resultados obtenidos evidencian que existe una relación positiva entre déficit y tipo de interés nominal, reflejando la existencia de un efecto riqueza positivo, y el cambio hacia una financiación del déficit público español más ortodoxa, a partir de 1983, conlleva una mayor relación entre déficit y tipo de interés, tal y como implica el modelo de Detken.
