- Equidad Y Eficacia Del Sistema Español De Becas Y Ayudas Al Estudio

Abstract

The objectives of this paper are, in first place, to analyze the equity of the Spanish scholarship system for all levels of education, assuming that in a fair system grants are given mainly to families with unfavourable economic conditions. A second element, also related to equity and which seems to diminish it, is analyzed in depth: the number of frauds when applying for grants. Finally, the third objective of this study, is to evaluate the efficiency of the Spanish scholarship system. This will be considered efficient, when it achieves that the income level of the families is not a determinant variable in the decision of attending non compulsory studies. The results show that the Spanish system of grants and financial aids to study presents serious limitations on equity as well as on efficiency. Los objetivos de este trabajo son, en primer lugar, analizar la equidad del sistema español de becas para todos los niveles educativos, entendiendo que éste será equitativo cuando las ayudas sean recibidas fundamentalmente por las familias que se encuentren en condiciones económicas desfavorables. En segundo lugar, también en relación con la equidad, se busca profundizar en el análisis de uno de los elementos que, a priori, pueden contribuir a disminuirla: los niveles de fraude en la solicitud de las mismas. Finalmente, el tercer objetivo de este trabajo, es evaluar la eficiencia del sistema español de becas, considerando que éste será eficaz, cuando logre que el nivel de renta de las familias no sea una variable determinante en la decisión de cursar estudios no obligatorios. Los resultados ponen de manifiesto que el sistema español de becas y ayudas al estudio adolece de serias limitaciones tanto en la equidad como en la eficiencia del mismo.
