Mecanismos de capacidad y mercados de electricidad

Abstract

Este artículo revisa el estado del debate académico sobre la conveniencia de implementar mecanismos de capacidad en mercados eléctricos, en un contexto de creciente penetración de energías renovables de carácter intermitente. Los estudios más recientes sugieren que, en la medida en que los mercados energy only no pueden garantizar la generación de señales de precios eficientes en el corto, medio y largo plazo, la manera de inducir un nivel adecuado de inversiones en activos de generación flexibles es implementar soluciones de segundo óptimo, como los mecanismos de capacidad. Un diseño adecuado del mercado eléctrico resultará esencial para facilitar el proceso de electrificación y descarbonización de la economía y evitar que la competitividad de las industrias intensivas en energía se vea dañada.
