Wandel der Formen politischer Partizipation und der Beitrag des Internet — Schlussfolgerungen aus Bevölkerungsbefragungen in Deutschland

Abstract

Die mit den Begriffen "E-Democracy" und "E-Participation" bezeichneten Konzepte treten zumeist mit dem Anspruch auf, über neue Medien und hier insbesondere das Internet weitere Bevölkerungsgruppen für politische Partizipation zu gewinnen. Mittlerweile liegen viele Fallbeispiele vor, die diesen Anspruch fraglich erscheinen lassen. In einer repräsentativen Befragung der deutschen Wahlbevölkerung und einer parallel durchgeführten Online-Umfrage unter NutzerInnen elektronischer Partizipationsangebote konnte am Beispiel Deutschlands ein genaueres Bild gegenwärtig genutzter Formen politischer Partizipation – "offline" und "online" – gewonnen werden. Das "Standardmodell der politischen Partizipation" wird bestätigt; das Internet verstärkt es noch: Für Frauen und sozial benachteiligte Bevölkerungsgruppen stellen die neuen Angebotsformen keine Erweiterung ihrer Nutzungsgewohnheiten dar, für junge Menschen offenbar schon. Der Aufsatz geht auch der Frage nach den Motiven für politische Beteiligung nach und relativiert die Behauptung, dass das Einfluss-Ausüben-Wollen das entscheidende Kriterium sei.
