Transactive Design for Integrated Transmission and Distribution Systems: A Multidisciplinary Perspective

Abstract

Integrated Transmission and Distribution (ITD) systems are linked high-voltage and lower-voltage electric power systems whose operations depend on strongly intertwined physical, economic, contractual, and data/signal processes. This perspective considers ongoing efforts to base ITD system operations more fully on markets and other price-supported procurement arrangements for energy, ancillary services, and reserve in accordance with nine goals: incentive alignment; resource adequacy; efficiency; operational security; fairness; conceptual coherency and transparency; minimal administrative intervention; internalization of externalities; and minimal transitional disruption. Special attention is focused on physical and economic concepts and conundrums that must be carefully considered if these efforts are to succeed.
