Abstract

The report focuses on the process that led to the production to a deck of cards called Scaffold by the Joint Research Centre (JRC) and European Training Foundation (ETF) to promote competence-oriented teaching and learning, focusing on joint use of different European competence frameworks. Scaffold is deck of cards to facilitate the operationalization of competence frameworks in an integrated way, allowing educators to experiment with competence-based teaching. The report describes the initial concept of the Scaffold deck of cards, explaining what needs it addresses. It summarises its design including the proof of concept, the design of a prototype for testing and evaluating its usefulness before production.
