Indicators for monitoring teacher shortage in the European Union: possibilities and constraints

Abstract

In many EU countries the lack of qualified teachers is a persistent problem which has aggravated in recent years. While most EU Member States produce their own national teacher shortage indicators, these are based on different definitions and methodologies, which make their comparability extremely challenging. Additionally, while Eurostat collects data on two indicators that are related to teacher shortage (i.e., pupil-teacher ratio and share of older teachers (aged 60 or above)), this report shows that it would be problematic to rely on them in order to monitor the situation at EU level. A major difficulty in developing a common EU approach for measuring teacher shortage lies in the different teacher accreditation systems adopted by EU Member States. In an attempt to address the aforementioned problems, this report concludes by suggesting directions for two possible EU cross-country comparative indicators on teacher shortage.
