¿Desencuentro en el pasado? Los party frame de la memoria en el parlamento español (1978-2010)

Abstract

España es un modelo de transición negociada, donde el cambio pacífico fue priorizado frente a la justicia transicional. Pero en el año 2000, las políticas de memoria se situaron en la agenda política. Esto provoco un reframing del pasado generador de conflicto. ¿Por qué y cómo se dio este proceso? Este artículo plantea que se relaciona con los intereses electorales, ideologías y búsqueda de impunidad de los partidos. Por un lado, estas variables explican las diferentes estrategias, códigos y argumentos que incentivaron situar el tema en la agenda. Pero por otro, también están relacionadas con la incapacidad del reframing para crear un nuevo consenso sobre el origen del régimen. El frame transicional sigue siendo el punto de encuentro en el pasado de los partidos, dadas las características del electorado, las ideologías partidarias y la asunción de la amnistía como clave del origen régimen. Mientras, la fuerza del frame de la memoria reside en su capacidad de situarse en la agenda y generar conflictos coyunturales.
