Reconfigurações da Ação Estatal na Política de Infraestrutura no Período Recente: avanços e limites

Abstract

O objetivo deste texto é construir um panorama sintético da trajetória das políticas de infraestrutura no Brasil no período recente. Para isso, destacam-se os principais esforços e avanços no sentido da retomada do protagonismo do governo federal no setor, assim como os limites e obstáculos enfrentados que contribuíram para a produção de resultados incompletos e conquistas parciais em termos de implementação e efetividade dos projetos. O texto parte de um esforço analítico-interpretativo que se apoia na inter-relação entre três categorias principais, quais sejam: ambiente político-institucional, arranjos institucionais e instrumentos da ação pública. As conclusões apontam que os avanços no desenvolvimento de instrumentos e arranjos para dotar o Executivo federal de maior capacidade de produção de políticas para o setor de infraestrutura foram incompletos e insuficientes. Incompletos, uma vez que os novos arranjos e instrumentos não lograram superar algumas de suas limitações internas (tais como falhas de planejamento e processos decisórios insulados da sociedade civil), e insuficientes, porque, ainda que plenamente desenvolvidos, não tiveram condições de contrabalançar os constrangimentos externos e os desafios de governança impostos pelo ambiente político-institucional brasileiro (tais como a fragmentação do aparelho do Estado e os interesses de curto prazo de atores políticos dentro da lógica do sistema político vigente). The objective of this text is to present an overview of the trajectory of the infrastructure policies in Brazil in the recent period (2005-2013). In order to do so, it highlights the main efforts and advances towards the resumption of the role of the federal government in the sector, as well as it points to the limits and obstacles that contributed to the production of incomplete results and partial achievements in terms of project implementation and effectiveness. The analysis of the historical trajectory draws from three interrelated analytical categories: political-institutional environment, institutional arrangements and instruments of public action. The main conclusion is that the advances in the development of instruments and arrangements were incomplete and insufficient. Incomplete because they failed to overcome some of internal limitations (such as planning failures and decision-making processes isolated from civil society). Insufficient because, even if they were fully developed, they would still face difficulties in counterbalancing external constraints and the governance challenges imposed by the Brazilian political-institutional environment (such as a fragmentation of the state apparatus and the short-term interests of political actors inside the logic of the political system).
