O Sistema Nacional de Pesquisa Agropecuária: histórico, estrutura e financiamento

Abstract

Este Texto para Discussão analisa o histórico, a estrutura e o financiamento da pesquisa agropecuária brasileira avaliando os repasses do governo federal para a Empresa Brasileira de Pesquisa Agropecuária (Embrapa) e, principalmente, os valores do Fundo Setorial do Agronegócio (CT-Agronegócio), que é destinado a fomentar as atividades de pesquisa e desenvolvimento (P&D) relacionadas a esse setor. O objetivo é verificar a constituição atual do Sistema Nacional de Pesquisa Agropecuária (SNPA) e como vem se dando a participação do fundo setorial para o fomento da inovação no setor agrícola. Para tanto, analisa-se a evolução ao longo dos anos do SNPA, que engloba uma diversidade de agentes que atuam em redes, com capacidade de interferência no processo de inovação e pesquisa. Assim, observou-se que o sistema é bem estruturado e tem forte dependência de recursos públicos voltados principalmente para a pesquisa básica e aplicada, realizada via Embrapa ou fundos setoriais. O CT-Agronegócio, especificamente, ainda possui participação pouco expressiva na estrutura de pesquisa, porém, com significativa importância para a sinalização de mercado da atuação do governo em P&D do setor agrícola. This article makes an evaluation of the history, structure and financing of the Brazilian agricultural research, evaluating the transfers from the Federal Government to Embrapa and, mainly, the values to CT-Agro, the sectorial fund created to promoting R&D activities related to this sector. The goal is to verify the current constitution of the SNPA and the participation of the sectorial fund for the promotion of innovation in the agricultural sector. In order to do so, the paper analyses the evolution over the years of the SNPA, which includes a diversity of agents that act in networks, with a capacity to interfere in the process of innovation and research. It was observed that the system is well structured and strongly dependent on public resources focused mainly on basic and applied research, carried out via Embrapa or sectoral funds. CT-Agro has small expressive participation in the research structure, but significant importance for market signaling of the government’s performance in agricultural R&D.
