Programa de Aquisição de Sementes e Mudas Nativas (Pasem): uma proposta de política pública para fins de regularização ambiental no Brasil

Abstract

A construção de políticas públicas é um processo social concreto que mobiliza atores e ideias. O Programa Arte, Cultura e Cidadania – Cultura Viva mobiliza um conjunto significativo de atores e, sobretudo, a ideia de que o programa funciona em rede. Este texto tem como material as discussões, os acordos e os desacordos conceituais desenvolvidos no processo de planejamento participativo do programa no Grupo de Trabalho (GT) Cultura Viva. Além disso, aborda os diferentes usos dados ao conceito de redes de políticas públicas no contexto do programa, do GT Cultura Viva e das análises de políticas públicas. The construction of public policies is a concrete social process that mobilizes actors and ideas. The Programa Arte Cultura e Cidadania – Cultura Viva mobilizes a significant number of actors. The main idea under discussion is that the program works on a network. The following text discusses the conceptual agreements and disagreements on the concept of network within the program in the context of Grupo de Trabalho Cultura Viva and in the context of public policy analysis.
