Investimento Público no Brasil: trajetória e relações com o regime fiscal

Abstract

O texto analisa a trajetória dos investimentos públicos na economia brasileira e suas relações com o regime fiscal e com a orientação da política fiscal. Procura-se explorar os fatores que estão por trás tanto do esboço de retomada no período 2005-2010 quanto da sua inflexão para tendência de queda em 2011-2015, que fez com que quase todo o avanço anterior já tenha sido revertido. Procura-se ainda discorrer sobre a fragilidade do instrumento introduzido no regime de metas primárias para remover entraves orçamentários aos investimentos, a sua atual situação de vulnerabilidade e o cenário desfavorável para os próximos anos. Por fim, o texto propõe resgatar mecanismos orçamentários para conferir tratamento fiscal diferenciado aos investimentos públicos, como a constituição de um orçamento de capital em separado, ao menos para uma carteira de projetos prioritários.
