Desnacionalização da Indústria de Defesa no Brasil: implicações em aspectos de autonomia científico-tecnológica e soluções a partir da experiência internacional

Abstract

Em meio ao contexto atual de reorganização da Base Industrial de Defesa (BID) do Brasil, uma questão importante a ser discutida é a desnacionalização. Ou seja, o risco de que produtos, sistemas e tecnologias, antes desenvolvidos internamente, sejam revertidos para aquisição no exterior, com prejuízo para a efetividade das políticas públicas de defesa nacional. O propósito deste texto é introduzir a questão da desnacionalização no atual debate sobre defesa nacional no Brasil. Para tanto, enfatiza-se a importância do componente científico-tecnológico no sucesso do desenvolvimento da indústria de defesa, assim como apresentam-se os principais riscos oriundos da redução da capacidade de produção nacional nesse setor. Discute-se, ainda, quais medidas poderiam ser adotadas para o enfrentamento desses desafios, a partir da experiência internacional. Amid the current context of reorganization of the Brazilian defense industry, an important question to be tackled is foreign ownership in this sector. That is, the risk that products, systems and technologies before developed internally are reversed for overseas acquisition, leading to reduced effectiveness of public policies on national defense. The purpose of this paper is to highlight the issue of foreign ownership of the defense industry in the current debate on national defense in Brazil. We shall emphasize the importance of the scientific and technological component to the success of the defense industry development, as well as the main risks arising from the reduction in national production capacity in this sector. We shall also consider what lessons could be learned from international experience in order to tackle these challenges.
