A PNDR e o Planejamento Regional Brasileiro no Início do Século XXI

Abstract

Este trabalho tem como objetivo apresentar, de forma sucinta, as principais características da Política Nacional de Desenvolvimento Regional (PNDR), os entraves e os desafios centrais à sua implementação e execução, e algumas propostas contidas em seu atual processo de revisão. A PNDR foi instituída por meio do Decreto no 6.407, de 22 de fevereiro de 2007, caracterizando-se, simultaneamente, pela retomada, ressignificação e inovação de paradigmas políticos, econômicos e administrativos presentes nos cenários nacional e internacional. Tais paradigmas têm influenciado significativamente a leitura sobre a problemáticaregional brasileira e as políticas voltadas à sua mitigação. No entanto, diversas limitações nas dimensões teórica, política e operacional culminaram em sérias dificuldades à implementação e à execução da PNDR. Por conseguinte, desde 2012, esta política se encontra em processo de revisão, com vistas a superar parte de seus entraves, destacando- se, neste contexto, a realização de uma conferência nacional e a elaboração de um projeto de lei a ser tramitado no Congresso Nacional para instituir uma nova versão da política. This article aims to present, briefly, the main features of the National Policy for Regional Development (PNDR), as well as its obstacles and the key challenges to its execution and implementation and some proposals contained in its current review process. Established by Decree 6.407, 22th February 2007, the PNDR is characterized simultaneously by resumption, reframing and innovation of political, economic and administrative paradigms present in the national and international scene. These paradigms have significantly influenced the analysis about the brazilian regional problematics and the policies focused on its reduction. However, several limitations in theoretical, political and operational dimensions lead to great difficulties in the implementation and execution of PNDR. Therefore, since 2012, this policy is under review, aiming to overcome part of their obstacles. On this context, it’s noteworthy the realization of a national conference and the elaboration of a Bill that will follow the legal channels in the National Congress to establish a new version of this policy.
