A Inserção da Coreia do Sul na Cadeia Global Automobilística: foco sobre as políticas públicas

Abstract

A indústria automobilística – desde os anos 1960 – apresentou crescimento substancial na Coreia do Sul, o que fez com que o país – já no final da década de 1980 – estivesse entre os principais fabricantes mundiais de automóveis. No início dos anos 1990, associada ao processo de abertura da economia realizada pelo governo sul-coreano, a indústria automobilística começou a apresentar problemas que irão ficar mais em evidência na crise da economia asiática, em 1997, o que levou o governo a adotar política de racionalização do setor e promover um processo de fusões e aquisições, assim como permitir a entrada de investidores estrangeiros na indústria automobilística. As reformas e as mudanças na indústria automobilística sul-coreana principiam a ser realizadas justamente quando – do ponto de vista global – há um processo de internacionalização da produção, em que empresas buscam novas estratégias para a inserção nas cadeias globais de valor (CGVs), nas quais muitas indústrias saem da condição de entidades delimitadas nacionalmente para a condição de redes de negócios fragmentadas e globalmente distribuídas. Esta pesquisa tem como objetivo investigar as mudanças pelas quais passaram a indústria automobilística nos últimos anos, a partir da perspectiva das estratégias das empresas sul-coreanas nas CGVs, analisando as políticas públicas implementadas pelo governo e pelas empresas coreanas para a inserção nestas cadeias. The auto industry, since the 1960s, showed substantial growth in South Korea causing the country at the end of the 1980s was among the world’s leading manufacturers of automobiles. In the early 1990s, associated with the opening up of the economy held by the Korean government, the auto industry begins to present problems that will become more evident in the Asian economic crisis in 1997, leading the government to adopt an industry rationalization policy promoting a process of mergers and acquisitions, as well as allowing the entry of foreign investors in the automotive industry. Reforms and changes in the Korean auto industry just beginning to be realized when, from a global point of view, there is a process of internationalization of production in which companies seek new strategies for entering the values of Global Chains (GVCs), where many industries out the condition of nationally bounded entities to the condition of fragmented and globally distributed business networks. This research aims to investigate the changes that passed the automotive industry in recent years from the perspective of the strategies of Korean companies in GVCs, analyzing public policies implemented by the government and Korean companies for insertion in GVCs.
